It's an age thing. Older constructions will have them eg in the ghetto. They went out with the 80s. Now, newer kitchen builds or remodels are adding them back in. It's sort of like how cars got really, really small in the 80s. Now everyone drives a gigantic SUV. They've even banned small pickup trucks like the Ranger.
