Not sugars, but they're meant to add tannins that give the finished drink more body, and also they're meant to contain some nutrients that help keep the yeast alive once it reaches above 5 or 6% ABV. Not sure if that's an old wives tale or not because I've brewed ciders and meads above 8% without raisins. Also a chilled cup of strongly brewed black tea will add all the tannins you need to a 5L batch.
