Crime rates are based on reported crimes. It doesn't matter if someone is caught, or even prosecuted. If a crime is committed and somebody reports it, it's going to become a statistic. Because of that, urban crime rates are going to generally be more accurate simply in virtue of there being a higher likelihood of something being reported. In spite of this, rural areas still manage to rank significantly higher when it comes to violent crimes and murders, and generally pretty comparable to places like SF and NYC on property crimes. I live in a >5000 midwest town that's actually not dying (weird huh), and we have two Mexican-American restaurants. Interestingly they present two different variations on fusion for comparison.
The older one is the style of OP's down to the utensils, though they do grill the burritos, season the rice, and include the chips and salsa to go. Pic related with that to-go for ~$12 w/ tax is quite agreeable if I don't mind the carbs. I get this or chori pollo like once a month.
The other place is pretty new and more popular, and includes stuff like horchata, street tacos, 20 different HOT SAWCES, etc. Portions are smaller and prices are higher but there is more variety and the quality is just as good.

I'll never forget the time I spent in Indianapolis. A city bereft of culture, identity, or joy, surrounded by flat nothingness. All the surrounding housing was depressing bombed-out looking brick shanties and the architecture of the city itself was bland and unmemorable. I think if any restaurant is in business, or still in business, they are catering to their audience and therefore staying in business that way.

OP, has a pictured "wet burrito" and no idea what is inside of it but probably similar to a chipotle overstuffed masterpiece, may even have lettuce in there. Basic mexican rice, and there are people who do order "no refried beans" and/or don't even touch their sides of beans and rice, so ehh, whatever. I'm sure they are on separate plates because of they came out from under the broiler or heat lamp to keep the sauce warm.
There are all kinds of levels of mexican food, but one thing is for sure, american tastes don't tolerate getting limited chips and salsa, so this place has pourover refils of the salsas. They don't tolerate much hamburger taco meat (in a restaurant setting) and almost no dark meat poultry, again, not in a restaurant, and they're even less likely to be enthused at eating chicken off the bone.
These basic rules don't mean more cultured palates won't be ignoring the chimmichanga and instead be searching the menu for more fussy labor intensive mexican choices they don't make at home, such as tamales, chile rellenos, stuffed zucchini blossoms, and real mole sauced enchladas. Actual mexican locals will be appeciating the love that went into a homemade soup, not minding the pieces and parts of offal, or filling up on value after their laborious day job sapped all their calories.

I used to ride the MetroLink from Lambert to Scott AFB with a book and bike on the weekend to kill time. The last leg of that ride is genuinely nice in the Spring and Autumn. Would also sometimes take the end of the Blue Line so I could get some Ted Drewes. Watching storms roll in at the Shrewsbury exit under that bridge to nowhere while munching on custard is pretty nice.

Also just realizing I lived right next to CWE but never did anything of note or fun there beyond parks or just walking.

I find Lindenwood considerably less depressing than the area around the city museum and arch IMHO, but that's a bit apple and oranges.
If there was anywhere in the immediate city area I would've chosen to live it would've been in Webster Groves - but I get the vibe it was snooty as well, I dunno.
You are right about it being grim though - I'd rarely advocate covering up a waterway but the current setup is just minimal in an awkward way - kind of like LA's river but less eyesorey and a bit less dire.
