No, it's all breast meat. Tendies were originally made from the tender, as a way to use up a random side piece, but there's just not a lot of tenders so they're expensive to buy in bulk. The vast majority of tendies are just chicken breast meat sliced into strips roughly the size of tenders. Boneless wings are exactly the same thing (cooked differently) except the breast is cut into roughly wing sized pieces. Nuggets are breast meat that's ground up and formed into uniform sized pieces, so it's not exactly the same as boneless wings, but for all intents and purposes they're basically just grown-up nuggets. Most people don't realize that actual chicken wings are also white meat because they have so much more flavor than breast meat (I honestly think of them as their own category).

I guarantee you that the vast majority of tendies sold in restaurants are NOT made from tenderloin. It simply makes no sense to use a much more expensive ingredient for the kids' menu, and I've personally never seen tenders used in a commercial kitchen. And "rib meat" literally just means "whatever scraps are left on the bones when the breasts are removed in a commercial processing facility". If you want to argue that the tiny bit of meat around the ribs is actually different, whatever. But it's essentially just breast meat scraps (which yes, they're obviously just grinding up with some amount of bones and cartilage).
