How would cook these three items for dinner?

If forced, I'd partially freeze the chicken to make shaving it thinly easier, par-fry then remove from the pan, add the pepper/onion mix and cook down until moisture is gone, re-add the par-fried chicken, sautee to heat through, season to taste and have it on rolls with Americheese as a variant of chicken cheesesteak with peppers. The hashbrowns I'd either cook as-is or thaw, add flour to make an extremely thick batter and shallow-fry by the spoonful to make something bhaji-like, just without the spices.

Ditch the hashbrowns. Fried rice with onion and pepper. Crack one egg over the lowest heat and cover with lid, then flip with spoon. Egg white must be gummy but not crunchy.
Pat chicken breast dry, flatten and beat it with a hammer, dust flour/breadcrumbs/maize over them, make slices within the chicken breast and insert 1 teaspoons worth of butter into each slot. Bake at high temp or fry with a couple DROPS of oil at low temp. Make sure not to make it too thin so the inside is still juicy.

Do you have tomato and garlic? If so, make a sofrito with the peppers and onions. Fry up the potatoes then cook them in the sofrito with finely diced chicken. If you have a meat grinder, grind the chicken breasts up.
That's a good homestyle sloppa. Gets you basically a dish called picadillo con papas. But chicken instead of beef.
