Traditionally, the folds in the Chefs hat represent each way the chef has mastered a method of cooking eggs.
A Master Chef's hat should have 88 folds in it.
Those were from a different time--when hats were used to denote rank in ANY profession.
These days, it's just a style thing--and to keep your hair out of the food.

Ventilation. The creases increase surface area and allows more air to filter through the hat. Chefs are always thinking and thus their heads are always in want of cool air, much like a high powered computer. If a chef doesn't wear one you can assume their cooking is derivative and probably doesn't taste very good. There's a reason Chef Ettore Boiardi is so well respected in the culinary community.

Kitchens kind of need to be run like military units in order to function. Funny hats are just a traditional thing from way back in the day that still occasionally show up here and there. When I was 7 I thought green berets were really cool. Then I realized that berets are really gay, but it's just a weird tradition and status symbol.
