Looks like a device to make a type of stuffed crepes that is common in amusement parks around here, the only difference is that you use that mould over the gas flame, whereas the park ones are electric and have more slots.

You heat the thing up really well, then lay some batter and a hot dog on a stick, pour more batter, close it. Wait a little, then turn to cook the other side.
