In stews, fresh is definitely better. For roasting, stir frying or whatever, fresh is also better. Just just need to turn it into a paste and marinate your meat in it.
The only exception I can think of is stuff like kebab or rotisserie chicken, where the meat is spinning non stop. Then yeah, spices are gonna hold onto the meat way better than fresh stuff
