A fish and chips shop isn't an exclusively fish and chips shop, they sell most fried foods. I just realised minimum of chips is probably an Australian-only thing, but it's basically the smallest order of chips. If you want any more than minimum you give them a dollar amount and they'll give you that much. For example, if I haven't eaten and I'm starving, I might ask for $5 of chips and a steak sandwich and 2 potato cakes, whereas if you're feeding the whole family you might get $10 of chips. What's the chips to dollar ratio? Depends on the store and how nice you are to the server.
