It kinda is. If you want to maintain a peaceful and prosperous society you need to eliminate thieves, murderers, and anyone else that breaks the rules. In current societies we use jails, which arguably just produce more hardened criminals, in the past people would get exiled, executed, or just physically punished. I'd say the latter is more effective, if less humane.
