I think it's not so much about cuts but more about meat quality. We get pretty good lamb in NZ, leg, shoulder, shanks, ribs, chops, flaps, all generally pretty good.

A way to gauge it is the cold cooked fat of a piece of meat should be nice. If it's not then that's not good meat.

also bone in leg which is the most common lamb people buy is a tricky cut of meat.

Most of the meat is lean, and is nicest med-rare. But it has big pockets of fat and that tougher (delicious) meat down around the bone which is more like shank meat.

If you go to med-rare you can just ignore the tougher stuff and re-cook that for another meal. Or take it to well, slow, and the lean meat won't dry out too much.

Lamb shanks or a boneless leg are kinda more straightforward because they're uniform.

one of my great loves in life is genghis khan, a japanese dish (DIY BBQ similar to korean bbq using lamb) popular in Hokkaido. there are plenty of great restaurants that provide this dish/experience all over, but the best way to experience it is to pick up freshly butchered lamb from a local butcher and have it at home with family/friends. possibly one of the best things you can eat in Japan.

It's so damned expensive where I live but I love it.
I sometimes luck out and find a leg on sale. Don't have the finances for other cuts.
I work in a gourmet restaurant and all the other chefs/cooks there think lamb is boring and it sucks. I don't know what their damn problem is with it.

It’s not the cut. You ever heard the expression mutton dressed as lamb? You see not all lamb is equal, and the taste of it varies massively depending upon the age of the sheep when it’s slaughtered. In most countries they have different names, lamb, hogget and mutton. Lamb is from sheep that are slaughtered within their first year, hogget from sheep slaughtered within their second year and mutton are sheep slaughtered beyond 2 years old. Lamb tastes mild and sweet, hogget and mutton taste more gamey. In the US they don’t differentiate between them, everything is simply called lamb, therefore lots of lamb that you buy can actually be hogget or mutton.
