Start the meat cold, not room temp, especially if you don't have a high heat source. Make sure the outside is very dry. Salt the day before and leave lightly covered in the fridge. Finish over very high heat like charcoal or a gas grill. Reverse sear also works well to dry out the outside and cook to maybe 90 degrees. I'm the one who cooked it.
That's a USDA prime tomahawk, sat in the fridge for 24 hours to remove excess moisture. The meat is then seasoned heavily with salt and 2 tabs of butter and cooked at 131 in a sous vide bath for 9 hours.
Remove, dab drive, dust on salt, black pepper, white pepper, and some paprika for that char. Finish on griddle on high heat and use a MAP torch to char areas that can't make contact.

The result, btw, was VERY good.
Definitely beats every steak I've had at expensive steak houses except one.

In the midwest where there are just no jobs, yes, the majority of homeless are unemployed or underemployed and can't get on wellfare because the system isn't intended to pay out to whites, but on the coasts it's just human piles of violent, thieving drug addicts who don't want jobs because they get enough money from taxpayers to live in a tent in a tropical climate, high 100% of the time and stealing whatever they want from people who will be arrested if they try to stop a shit smeared bum in his underwear from walking into a resteraunt and eating the food off of the plate in front of a paying customer. There are thousands of people injecting heroin at safe injection sites on the west coast, wandering off to go rob someone, then coming back for more drugs at a safe injection site, and just repeating that for years until they get stabbed to death by another homeless person.
The west coast attracts a specific type of subhuman who simply doesn't want to be a useful part of society, they have all of the stuff you described, they use it to get drunk on a beach until they die, and attack anyone who gets close to them for pocket money and shiny things.
