From personal experience:
the only street food that gave me food poisoning was corn on the cob in cambodia and I was stupid for eating it. I didn't want to be rude to my host who bought it from a vendor on a bicycle. Gave me the shits for a week.

Oh and Kosovo, where I was for peacekeeping. There were market stands selling weird black rocks. When we came closer some lady ordered something and the vendor waved his hands around the black rocks. It was actually raw meat covered in billions of flies festering in 40 degree Celsius.

From what I have seen on the web: China and India hands down.
