its not, you can find bags of tostada shells at most grocery stores. Put your beef, cheese, lettuce, sour cream on there and wrap it in a tortilla. Fry it in a pan for a few mins to seal it up. It used to be a lot cheaper than Taco Bell, but ground beef is expensive as shit these days so you're probably breaking even by making your own
