Now you know the magic that is brominated vegetable oil.
Brominated vegetable oil (BVO) is a complex mixture of plant-derived triglycerides that have been reacted to contain atoms of the element bromine bonded to the molecules. Brominated vegetable oil is used primarily to help emulsify citrus-flavored soft drinks, preventing them from separating during distribution.

Looks like congee/kayu with bits for texture, but I've never seen that. Japan doesn't actually have widespread school meal programs but most schools have some kind of cafeteria/commissary to buy food at. Sometimes the gov't does weird programs like "every kid in this class needs to drink a box of milk each day" but that's usually the extent. School children are the best source of free data, after all.

It's a popular candy in Japan called NeruNeru, and it's gimmick is that it a super thick syrup you collect on a stick and then decorate it with candy bits.
