There are different kinds. Some brown sugar is just white sugar mixed with molasses, so the molasses makes it moist and clumpy. But you can also just find less refined sugar that's brown but dry and loose like white sugar.

Brown sugar can get as hard as a rock if it dries out enough and the molasses loses all its moisture. Then it's like a hard candy and you're not going to break up a chunk of that with your fingers or a fork, it has to have a little moisture added back in. Or you could grate it or chop it up with a knife I guess.
