I read that you have to quickly sear the meat first to kill off bacteria and worm and then cut off the seared part and then grind it. Then you can make the burger as rare as you like. Is that really necessary?

To pasteurize a whole cut, it's easiest to drop it in boiling water for a second. No need to sear anything.
You probably won't get sick if you're grinding the beef fresh regardless. It's really only stupid to leave the inside raw when it's old ground beef that turned brown or came in those vacuum packs.

I’d recommend not buying meat covered in bacteria and full of worms to begin with. Those things don’t just magically appear on beef; they come from a combo of mishandling and age.
For something like tartare, you just want to get really fresh high-quality meat. Even from a grocery store you should be okay if it’s a decent store that does it’s cutting in-house. Or if you don’t feel that’s trustable enough, just go to an actual butcher shop.

I eat raw meat all the time but I live in a country where foodborne illnesses almost never happen. Done this for 20+ years and never gotten sick. I understand that it's not for everyone's taste but as long as you live in a first world country raw meat is not dangerous. I've even tried raw chicken but the taste and texture was not for me but it was good made into jerky.
