Once Kiev (Kyiv?) is conquered, where are we supposed to get these?

Can you make them outside of Kiev? I figure you get some chicken trimmings, mix with flour and a bit of salt, mould them around a piece of butter, coat in egg and bread crumbs and fry, but it seems like there would be difficulty holding it together and sealing in the butter, unless you use a lot of dough.
