I don't think that's common. What they actually do is try to pass off cheaper, lower quality olive oil as something higher quality. But they usually aren't mixing in a completely different kind of oil. A while back there were news articles with people testing olive oils and saying that most of them didn't actually qualify for the extra virgin label, but they weren't mixed with canola oil or anything else like that.
