I bought a few pounds of them at the Asian store and I want to try them. Never cooked whole prawns before. Do I take the legs off before I cook them? I'm planning to leave the shells on.

Best way to serve them is raw/ceviche. But if you want to cook them, yes you should leave the shells on. Steaming is the way to go, and you don't need special equipment. I usually run for a bit, and once I'm hot and sweaty, I'll cram the prawns up my ass for 20 minutes or so.
