The 1 in 20000 number is for eggs, not chicken. Chicken probably has it more often, especially if you're getting water-chilled chicken which is most commonly available where all the chicken is put into the same water bath to cool it down during processing. It's kind of like grinding a bunch of different pieces of meat from different animals together, so if one is contaminated then it's going to spread to the rest.
