If I had to replace them i'd use celery but just making up for a lack of carrots with more peas is my preference. I'd also use mild cheddar instead of parm. Unsure about the tomato paste. Of course it's needed for something like meatloaf but I might try it next I try this dish.
Otherwise it looks like we make it the same way.
