If it’s a fraud block you normally just get a text asking if it was you making the transaction. If it was because of no funds then you’re shit outta luck.

Really depends on a few things. How much is the bill? How sorry were the customers for not being able to pay? How much trouble were they while dining there?
Some managers may be forgiving if the bill was under $20-30 and just say it's fine if the customers were very friendly and genuinely sorry they couldn't pay, especially if someone offers a card, number or offer to work it off.
A manager may also decide to keep an ID as collateral until the customers pay.
There's not a sinhle manager that would let a customer into the kitchen, at least not during work hours.
