Rich people still care about saving money. They still indulge in cheap foods. Sometimes they travel to remote places where canned food is a necessity.
Finally, canned food has a place in the highest levels of cooking. There are some dishes that are better with the canned version than the fresh.

If it's going into soup, yes (boiling or long simmering denatures botulinum toxin, the spores aren't relevant for adult health but I wouldn't use dented cans if feeding to an infant).
