Haven't looked at the recipe, but adding sugar of any kind is unnecessary. If you want to add sweetness, just caramelize some of your onions at the start and cook down some tomato paste just before adding your braising liquid. The meat mix really depends on your tastes, lot of people swear by the 50/50 pork and beef mix but I tend to enjoy all beef personally. Personally I make it by doing the following:
Cubed stewing beef, brown half in fat of your choice.
Add onions and garlic, brown, deglaze with some dark beer.
I mix canned chipotles in adobo sauce, cocoa powder, canned tomatoes, cumin, cayenne pepper, black pepper in a blender.
Pour over onion meat in pot
Add chicken stock and corn. Masa harina or flour to thicken
Simmer for a long time, about 1.5 hrs. Add salt at the end.
Serve with sour cream, olives, tortilla chips, cheese, etc.

I've made a lot of chili in my life. I've even made Lady Bird Johnson's recipe. All chili is fine except for Cincinnati chili which is literally just Greeks ruining spaghetti bolognese.

What I do is beef, onions, +/- beans, and tomato paste. Add garlic powder, oregano, chili powder, ground cumin, MORE ground cumin. I always add at least one bottle of beer. If it's a light beer, I'll oftentimes put in a bit of cocoa powder; otherwise if it's a dark beer, I won't. The rest of the liquid is water or chicken stock.

It is very important to me that chili has a tiny bit of tang. I adjust tang and spice levels by adding, tasting, readding, and retasting over and over again while juggling chile powders, hot sauces, and apple cider vinegar.

Cook until you think the flavors are more or less to your liking. Then, add masa for flavor and thickening. The masa flavor is an absolute must. It does not taste right without it.

Serve with a platter of sour cream, cheese, and green onions.

Chili con carne is going to be wrong everytime when you go to BBC as your recipe source. It's tex mex, not even really mexican. So, this recipe, surpringly is almost okay.

1) Remove the beef stock cube, which is going to introduce celery, carrot and parsley flavors. Instead, just brown the minced beef well, when doing your step of browning up the crumbles in a Tbsp of, ideally, corn oil, though olive oil is okay. Be sure to drain it well if it isn't sirloin/lean.

Marjoram doesn't belong, but it might be as close as you can get in England to some mexican oregano. Sub in dried coriander or fresh cilantro, instead. or just leave the herbs out.

Go with canned whole tomatoes with a rough chop or hand crush them, or instead canned crushed tomatoes in puree. For each lb of beef, a single can, not two cans of tomatoes. For each lb of beef, 2 cans of kidney beans, well drained, works. If you are in the US you might like Bush's kidney bean product called "chili magic" which gives it a 2nd day kind of flavor to the beans.

Most people are using green bell pepper, not red. Use ancho chili powder, if you can buy it, otherwise, you can soak dried chilies and puree them in the blender, or just use ordinary chili powder, not "hot chili powder" but you can amp up the burn with some topping of sliced fresh chili. I like a single red jalapeno or I panfry strips of dried mexican chilies like california, pasilla, ancho, etc.

No need to add sugar or chocolate. That harkens to mole, and if you add chocolate, you'd need some roasted pumpkin seeds to balance it, so just ignore those instructions.
