Yes, absolutely. But vodka is a shit-tier drink. It exists for two purposes: to make squatting Slavs feel better, or to make "fun" people drunk. It, being neutral, has no taste. It is, by definition, an add-on.

Thanks to fucky taxes in leafland, most vodkas are in the same price range at the provincial stores, so I find it hard to understand why people still go for Smirnoff when Stoli is only $2 more a bottle. Also we have smoother domestic vodkas like Silent Sam and Alberta Pure which are usually a dollar cheaper than Smirnoff.
I think it's just the brand recognition.

If you like vodka you like vodka. If vodka is in your culture then it is in your culture. Because I have no cultural or emotional ties to the stuff and am free to choose from a broad range of things I rarely choose vodka. I'm not blind to the fact that alcohol is a drug and when I consume it I do so because it is a drug, but I don't consume that much of it that often to have to worry about budget too much and I'd prefer to seek out something with a lot of flavour, character, story etc. I'm not saying that vodka has NO flavour. But compared to scotch or wine? I'm not saying vodka has no character or story, but again we aren't getting into grape variety or brewery origin story etc. As such for me high end vodka is a waste of the opportunity to buy and consume something more interesting. Low end vodka is a waste of the opportunity to buy and consume something that has a lot of flavour. All the mega alcoholics I know prefer vodka. I think it is because it is generally cheap, clean and doesn't have competing or conflicting tastes or shit you've got to think about. I don't think this is coincidental. I do have vodka in the house. I buy it because it is used in some cocktails. Generally though even in cocktails it is used because you don't want the character of a spirit to come through or as a relatively neutral alcohol booster which again give a nod to its character.

When you are making something like whisky you want to use a still that impacts character. When you are making something like vodka you want to use a still that is clean and efficient and removes character. While what you describe is something you could do and would work in some fashion, it is unlikely to produce a decent whiskey.

I'm not even going to romanticise whisky either. They usually take whatever distillate they produce using whatever plant they've got and while they make a song and dance about providence and heritage etc most of them are large industrial factories using the cheapest genetically modified barley available and stick it into the cheapest first fill ex bourbon or second fill whisky barrels. The more premium stuff might get a second 'finishing' cask, like rum (usually they use white rum to 'wash' casks to soften the wood character prior to filling with whisky, so the rum finish in this case is usually inferior, not like dark rum, that shit is flavoured, coloured, sweetened etc after it leaves barrels) and sherry or cognac or port etc which are quite specialist and difficult to source.

Bourbon has to be from fresh barrels. So the industry produces tons of used barrels which are no longer any good. Fresh barrels are too harsh for whisky so they use the ex bourbon barrels and ex rum barrels though the rum industry and no such stipulation so produce comparatively fewer barrels. Everybody wants sherry and port barrels because that industry reuses them or repairs them and has no need to replace or renew so they rarely enter the market and not as a waste product.

There are many breeds of alcoholics, but one of the most prevalent and annoying were the kind who every morning would buy something like a 200ml-375ml flask, come back in the afternoon to buy a little more, and then usually returned in the evening to buy yet another.
