i.e, you need more people for breakfast, lunch, or dinner time rush than you do late at night leading up to closing.
So what that anon is describing is a situation where there's a skeleton crew, but the kitchen hasn't changed size, so it's still the same amount to clean and pack away for the night, and orders come in.
