it's corn husk. it's inedible.
a tamale is basically cornmeal dough with meat inside. you wrap it in the corn husk for cooking.
corn husks are cheap and usually waste.
other countries use other things, like banana leaves, or whatever.

I buy a big bag of frozen ones from Pendery's, it a lot less of a hassle then getting banana leaves, making masa, then wrapping them, plus throw the bag in a freezer for later, and no cleanup. A simple CBA on that even with shipping is much more cost effective for me plus I get the reusable cold packs, I also keep those in a freezer for whenever they might come in handy.
