The Shell works as a sort of spoon to scoop out the sauce and the mussel comes off with little effort when you eat it from the there.
You obviously get your hands dirty like that, which is why over here they are always served with those refreshing lemon-scented wet towels to clean your hands afterwards.
You can eat them with cutlery but sometimes it's just more of a hassle than getting your hands dirty so yeah, it's way better to serve them out of the shell if you don't want to use your hands. I suppose it's to save time since it already takes a lot of work to clean the shell before cooking the things.

My mom loves them so I used to eat them a lot. I don't get it, they're good but as a seafood lover I wouldn't say I distinctly prefer them over any other kind. I mean, I guess they are better than some more bland types of fish if neither are prepared well. But even a flavorless whitefish is pretty damn good if you bread and fry it. One fourth of July a few years ago the family hosting made this amazing authentic Italian seafood pasta. As part of that dish the mussels were absolutely great.
