Generally, it's sort of a euphemism for "homey", it comforts you because it's something that reminds you of home, your parents, your childhood, etc. This is why it's commonly soups, sandwiches, things like meatloaf or macaroni and cheese, peanut butter and jelly, etc, simple but satisfying meals that lend some level of comfort usually from nostalgia or a sense of feeling at home.
