It's a french bread baguette cut in half, , then a tool is used to hollow out a tube for the insertion of the hot dog. French baguette = french hot dog, so that's why the name. The crusty sealed up end of the bread keeps toppings off a blouse or shirt when walking around outside after you get this from a food cart, hence the popularity.
When people are hungry and looking at street food vendors, possibly slobs and people with better clothing, or those having sloppy children will otherwise not take a pass on ordering a neater, cleaner hot dog or more likely a bigger sausage that doesn't fit in a cheap bun as well.
