It pretty much depends on the context, it's Neaples 'fault'

There are 2 major ragus
- Ragu Bolognese (from bologna)
- Ragu Napoletano (from neaples)

they are two different (although similar) recipe, but the former is the de facto standard when you talk about ragu. So it is commonly addressed simply as "ragu`"
Except when you are in Neaples. There "ragu`" is the neapolitan one

To confuse a little bit more, there's a recipe called "Bolognese" only known in Neaples, which is a knock off of ragu` bolognese

Long story short, for the majority of Italy, ragu` is "ragu` bolognese" which is not "bolognese (sauce)" which is from Neaples, and what it is done in America because of immigrants
