Not really.
The practical difference for most people is the 50% alcohol (not 43%, not 40%), and the 4 year minimum aging. No consumer really worries about the all made in the same 6 months by the same master distiller in the same distillery part these days.
You probably get better barrel aging if it's not done in a bonded warehouse, and you can definitely do a better blend if your source material isn't all from the same season... you just lose out on the tax incentives.

If you aren't mashing malted barley/wheat/rye/corn, then it isn't whisky.
If you're making 35 liters for under $50, then you're making what could be called rum or moonshine, but it's definitely not whisky.
Malted grain is not cheap. A 55lb sack of malted barley is around $40-50, which will yield around 3 gallons of 80-proof whisky.
So that's 8 handles of whisky for $50.
And the capital investment is pretty high. An 8 gallon kettle for mashing will cost at least $150, a wort chiller is at least $60, oak barrel is at least $100, etc.
Then there's gas/propane, water costs, and miscellaneous expenses like yeast and sanitizing solution.
And brewing beer or whisky takes a lot of time and patience.
