I think that it is that during the period they were creating their culture and laying down history building the base for the zerg rush spices were pretty much unobtainable. As the world opened up and trade became a thing spices were still mostly unavailable to the common people and considered a luxury right at the point puritanical values took off. There was a fair bit of distrust of others, the idea that they might not be good for people. They didn't grow in the areas they inhabited. Herbs take up space and aren't particularly good for feeding people. As crops started to travel and seeds are shared and agriculture becomes global western counties are still at a point where land/space is at a premium and pretty intensively utilised. By the time we had access to spices you already had a couple of thousand years of culture established.
