You’ll find lots full of carts at Walmart.
Not so much at Whole Foods or Trader Joe’s.
But in modern society, poor people are proud of being poor, and take pride in their trash behavior.
Your best bet is to simply shop in stores they can’t afford, or stores in neighborhoods where the presence of a 90’s Pontiac GrandAm/Prix with ICP stickers is suspicious enough for a stop.
At least then, the stores that cater to their kind will expect nothing better from their customers, and it will be out of sight/mind for decent folk.
