Fresh produce was sometimes a luxury during troubled times. You would see a lot more canned goods, dried goods, bread, and whatever meat they could afford. While I agree it wouldn't be hard to make, keep in mind they simply might not have had the ingredients. And America isn't known for its paprika production/importation either, grocers charge us 5-7 USD for 45g of paprika depending on the type. You can buy it in jugs, but it's expired stuff with no flavor.
