buy fresh onions, canned tomatoes, dried beans and eggs. Should be able to make 5-6 different meals out of that that are reasonably healthy.

If you can consider buying pic related as soon as possible. It will greatly increase the types of things you can cook and shouldn't be too pricy

can you get ahold of a hot plate? you can get a pressure cooker and you can make tons of stuff with that. beans and lentils last forever.

Not everyone can afford meal plans and some live off campus and dont opt for them - plenty of people I knew in school would live off of microwaved rice or noodle bowls so they could spend their limited income on social activities and drinking

Is this an American college thing? When I was at university both the university accommodation we lived in during first year and the student accom house we lived in after had a proper kitchen. The university accommodations oven+stove was shit but it was there

I did 2 years in dorms just because it seemed like the collegy thing to do. Then I found out an apartment costed about the same amount and I wouldn't have to leave for the summer.
Even though the apartment was way better I'm glad I did dorms for a bit. It was an interesting and unique experience in my life.

get some eggs, cheese, bell pepper and onions. Scramble three eggs is a coffee mug with salt and pepper. Microwave that for 50 seconds. take it add add the veg and cheese and stir it. Microwave for 50 more seconds. take it and mix it around to make sure it is cooked enough for you. if not, 10 or 15 seconds more in the mic. when done you have a breakfast in a cup. You can do this with tons of food. I lived like that for a year or so, wasn't that bad and I wasn't eat trash fast food.
