Because most people don't eat that much spaghetti? It's spaghetti as a base (like bread for a sandwich) with protein and some kind of vegetable. The proportion of each is balanced so that the carb is about a quarter, same with the protein and the veg is about half. Granted, the proportions of each will change depending on the recipe but it's standard nutritional advice.
