It's a pretty subjective question given that cuisines can develop to be extremely refined and balanced but in radically different ways, to the point that it's an apples-and-oranges comparison. Any country where you have widespread availability of quality (I said available, not solely) ingredients with as broad a selection as possible to be able to faithfully recreate dishes from any other cusine is the best bet. This means most developed western countries make that list with, surprisingly, the US having the potential of pumping out the best possible food, and actually doing so; that is, comparing the best capabilities of each place, and not "what Joe Schmoe stuffs his gullet with".

Although if you made me pick just one country in the world and I could only eat their customer for the rest of my life, it'd have to be Spain, specifics the Basque region. Basically any other answer is as valid as mine, because it's pretty fucking subjective.

I say this as a non-American and also not a Spaniard.

2)Japan, as a close second to france. Modern high end french chefs even go to Japan for inspiration.
3)Italy, incredibly good but not as important as french cuisine influence wise.
4)Spain, best everything pork, best seafood, literally has the best restaurant in the world. Just incredibly good food, i personally like it more than italian food but italian is undoubtedly more important.

Honorable mentions:
1) peru. Most sophisticated and interesting south american food, tons of japanese influence and tons of marvelous dishes, for example ceviche.
2) mexican, actual mexican not gringo tex-mex garbage. Do I really need to say anything?
3) argentinian: basically spanish lite/south american version. Very good wine, excellent meats, very good food culture overall.

I've spent 2 weeks at Balaton lake (which kinda sucks itself but nvm) and Hungarian food is rly good. Gulash soup that room owner made for us was great. Bit too spicy for polan's palate, but as long as you didn't bite thru these funny little green peppers, you'll be fine.
