I like steak completely chargrilled on the outside and blue inside, what is the best method to achieve this result if I only have an electric stovetop and a decent oven?

Cast iron pan, oil which a high smoke point, crank that shit up & then give it a quick sear on each side til it has the colour you want. It's not rocket science that to get a raw middle you need super high heat for short period of time. Having the steak quite cold will also help preserve the middle as raw.
