No, it's because of how credit cards work. Every time you purchase with them, there's a fee charged to the business. The fee is relatively small and so in most cases the cost is easily absorbed, but for small purchases the cost is not so readily absorbed, and in some cases the business might even lose money on certain transactions. Now, at a big chain that doesn't matter. They're doing enough business that they would rather keep their customers happy and coming in than worry about having some losses here or there. A small business is operating on much tighter margins, and can't so readily absorb those kinds of losses.
