The stars are awarded based on quality. If he hasn't gotten one it means his restaurants arent good enough to meet their standards. That doesnt mean they suck, just that they’re not Michelin star quality.

To answer the question honestly, Michelin only reviews restaurants in a handful of major cities, and even then it's been criticized over the years for having less than a dozen staffed critics supposedly keeping track of standards for thousands of restaurants. One critic claimed that you would only return to a reviewed restaurant in Paris once every 3.5 years. Also they've been accused of being biased in favor of French cuisine.

I don't think they've ever published a guide for any major cities in Turkey. Turkey has a very promising future as a new tourism destination. Well, it did until recently. Erdogan has been recently painting the country as exclusively Muslim, but I don't know how much of that is just bluster or if it's actually a common sentiment.
