Also, I would be making them with green bell pepper, since for obvious reasons there is no Poblano or Serrano pepper, either. Maybe I could buy seeds to plant them lol

You're going to have a massively different flavor. Bell peppers aren't interchangeable with pablanos and you wouldn't use a fuckin serrano for chile relleno either because they're entirely too small to even bother stuffing.

No, in the supermarkets of where I live (not America) there is only bell peppers and those small red peppers the Italians call peperoncino.

You won't get a good result with bell peppers. It would be edible but it's the wrong pepper for this dish. They are too thick as well so I'm not even sure what would happen.
From my experience (using the correct ingredients of course) you can get a damn good result at home but it's kinda labor intensive. I mean, it's not terrible but it's just way way easier to get them at a restaurant. If you don't have that aption then yeah give it a try and let us know how it goes.

I get roasted Poblanos at the Japanese grocery, it's fine. Do you have an Internet connection and a mailbox? If you do, you can get anything.

Bell peppers will be fairly different but you can probably get a good product with them. I would increase the heat/time slightly and add hot sauce.
