Dunno where you live but the parks around me that have these kind of grills keep after them well enough that their never rusty or covered in weird shit. Just spent charcoal, and ash buildup from inconsiderate people. Hell, even if it was a little soiled, the heat will kill any germs or bacteria on the surface, and turn it all to ash, just give it a good cleaning with a grill brush, which you should have with you if you intentionally brought food to cook, as well as a plain kitchen towel to oil up and rub the grills down with.

I've never bothered with foil on these. By the time you're cooking, those grill grates have been heated close to 400F. Just scrub it with a wire brush and wipe down before the food goes on.
