Made this a few years ago. Modified from the recipe on NFSMI.org. It's even better if you crisp up the leftover slices.

scant 2 tsp (6 g) active dry yeast
2 2/3 c (317 g) all purpose flour
3/4 c (52 g) nonfat dry milk powder
2 Tbs + 1 1/4 tsp (34 g) granulated sugar
1/4 tsp (3 g) salt [feel free to increase up to 1/2 tsp salt for more flavor!]
1 1/4 tsp (6 g) vegetable oil
scant 1 2/3 c (384 g) warm water
16 oz part skim mozzarella cheese, shredded
2 c prepared pizza sauce
22 slices (40 g / 1.4 oz) pepperoni, minced

1. Preheat your oven to 475 degrees. Spray a half-sized sheet pan (18 x 13) with cooking spray and set aside.
2. In a medium sized bowl, stir together the yeast, flour, milk powder, sugar, and salt. Add the oil and stir to combine.
3. Add the warm water and stir until a thick batter forms (there will still be lumps remaining, that’s okay!). Spread the batter into the greased sheet pan and let the pan sit for 20-30 minutes.
4. Bake the crust in the preheated oven for 12-15 minutes. The crust will probably pull away from the edges of the pan, and that’s fine too.
5. When the crust comes out of the oven, sprinkle on 4 ounces of the shredded cheese. Spread the pizza sauce over the cheese, leaving a bit of crust showing around the edges. Sprinkle with the remaining cheese and the minced pepperoni.
6. Bake the pizza for 12 minutes, until the cheese is melty and the edges are browned. Let the pizza sit 5-10 minutes before slicing into rectangles, two rows of 5 rectangles each.

So the judge didn't exactly go easy. Know a lot of people that have done worse than armed robbery but gotten off with probation. My school used to slice huge frenchbread loaves in half, smear them with tomato paste that was cooked in a pan with onions, and then top them with cheese and pepperoni. Baked and then cut up into pieces for lunch. It was so good because of the tomato paste instead of just tomato sauce. I know how they made it because our "culinary arts" course we could take just had us study stuff in class and then cook in the cafeteria over lunch.

It was just called "Pizza Bread" but holy fuck it was so much better than takeout pizza.

I never really appreciated the lunch ladies in school because it wasn't very personal. My school was nice but the line had to move too fast for them to talk to any kids and kids are usually busy talking to each other to greet the old lady filling plates on the other side of the counter. I get you dude my school had pasta day, the best order was half marinara and half white sauce with extra meatballs. Guaranteed grade F trash for every ingredient but I crave that shit 15 years later.

As far as shit school pizza goes you can probably get the flat "french bread" par baked pizza flats from a big distributor like Cisco (or ask the school directly, you'd be surprised) and cook your own sloppy garbage meat in a slow cooker, top with the cheapest Mozz you can find. I get the nostalgia and I'd eat it for a laugh but oof that school pizza was vile.

My school had breakfast too since the bus schedule would make it so a good chunk of kids would be there around 30-45 minutes before school started, and it actually was really solid as it was pancakes, scrambled eggs, sausage/bacon, and juice almost every day. Though they would absolute mail it in when it came to lunch and have hot dogs or the worst kind of mac and cheese. I think a lot of the kids complained about the lunch and just got rid of the breakfast to give more effort to it which was sad as I would strictly eat a heavy breakfast and not even try for the lunch.
