Throw out the pot, get a rice cooker.

Otherwise 2:1 water:rice
Clean your rice
Start with warm water in pot
Dash of salt
Add rice
Do not open pot or stir
Bring to boil then Drop to medium-low

Your stove heat and pot material is up to you to finesse around

Are you rinsing your rice 5x with water prior to putting into the boiling water? If not, then do that. Does the lid of your pot fit tightly over the pot? If not, replace it. Are you following the water/rice ratios and cook times listed on the package? If not, do that.

You'll get a better feel with it if you use like the same measuring cup, even a coffee mug, something specific to measure in you often use for both the rice and the water. the 2:1 ratio is correct, but a tight lid and thick pan looses less steam so you can reduce it slightly. A thin cheap pan, ill fitting lid, and a cold kitchen might mean a lot of steam loss, so you might want to do the full 2 cups of water to the 1 cup of rice and maybe burner on 23 mins. So once you have your formula down for your specific setup and pan and "cooking for 3 people" or whatever you do, you'll get more confident.

Start the water and rice together, turn on to high, and the moment it comes to a boil, open lid, drag a spoon through it to lift grains across the surface of the bottom of the pan, sprinkle some salt if desired or oil for hispanic uses, replace lid and reduce to simmer.
Then, 20 mins, burner on simmer, set timer and don't lift lid even once again, not once!

*buzz* Turn off burner and leave pan there untouched,
10 mins without the burner on, and without lifting the lid even once. The residual steam will be absorbed. You can even leave it 20 minutes, while you do other things. It'll stay hot. Fluff with fork.
