I will speak in the UK context because it's a Daily Mail article.

The people who drink wine in moderate quantities are most likely middle class professionals who are much healthier for a multitude of reasons.

Then you have the fact that the tee-totallers in this country are either ex-alcoholics (unhealthy people) or are observant Muslims.
The Muslim population is most likely South Asian which is one of the demographics with the highest susceptibility to type two diabetes of all the races.
