If chili is not meant to have beans, then why do they have to explicitly specify that it contains no beans? Simply put, there's chili labelled "no beans" and chili labelled "with beans". Chili CAN have beans, but it doesn't always have beans.

Chili with no beans is a sauce, not very good on it's own but good over rice, on a hot dog, even over pasta or as a dip. Chili with beans is a standalone dish. Both are good
