Let's see... Roast chicken leg quarter (29c per serving) + sauteed mature spinach with garlic (55c) + homemade chicken gravy (13c) + cauliflower mashed potato (75c) = din dins at only $1.70 per plate.

Another option: carrot bisque. That would be only a buck per serving. If I make chicken meatballs with it, the price goes up to $1.70.

My state has a grocery tax which we'll need to account for at 0.125% (why so low, I have no idea, it barely affects anything). I'm pretty average at math, so point fingers and laugh if I make a mistake. Also, prices are going to vary widely. If you don't agree with something, eat a dick.

Where I live, it's not unusual to find a head of cabbage for 3/$1 and they'll let you buy one for $0.33. It looks like it's priced for a sale, but it's not.

That leaves $1.67 and produces a shocking amount of food. Next I'd grab a package of the absolute most bottom-tier package of hot dogs for $1-1.25. We're going to go with the worst case scenario, $1.25 (which I just price checked), and it's going to fuck us down to $0.42.

Ramen will range you anywhere from $0.11 to $0.25 a package. I haven't seen that $0.11 price in awhile, but I've also stopped going to Walmart and other "bargain" stores. I've seen it as recently as little as $0.14/pkg. And a quick search seems to suggest that's pretty close. I'm going to select it as our price because 42 is perfectly divisible by 14 and that is a happy little accident. That means we could afford 3 packages if we didn't have Uncle Sam squeezing our tit. Can we afford three?

Well, we've currently spent $1.86 and that leaves 14 cents. Is 14 less than 0.125% of $1.86? Yes. In fact, it's not even a penny. I'm not sure if it rounds up, but if it doesn't, then shit, let's get 3 packages and set one back if we can't afford it. 0.125% of $2 still isn't a penny (It's like 3/10 of a penny) so you may be able to pull it off.

What the fuck have we made? There's this dude on YouTube who has reviewed more than 6600 different ramen packages and is steadily making more. His channel is 14 years old. In a lot of the older ones, he makes a package of ramen with a hot dog and a leaf of cabbage. He is the true and rightful king of /ck/.
