This isn't real. It's just one rogue restaurant in Chicago that decided to start charging this, and they were inundated with completes and threats of legal action. They quickly stopped charging it. This was completely illegal to start with - you cannot collect an imaginary fee and call it a "tax". This restaurant will be getting the shit sued out of this in short order. I guarantee it.
